PATHWAYS TO PEACE excluded from discussion round the table, and that the only anxiety of this country was to see rival claims adjusted on a basis that would secure lasting peace. Lord Halifax made no secret of the formidable difficulties in the wav of a settlementdifficulties which arise largely from the fact that even the most conflicting claims, can be shown to rest on basis of equity. All will agree that it would be a great misfortune if Germany were to come to the conclusion that Great Britain had abandoned the desire to reach an understanding.

and that further approaches In that direction must be regarded as hopeless. Lord Halifax's speech should help to dispel that impression where it exists, and to convince those who are open to reason we are ready and eager to that bury the hatchet on terms that show proper consideration for the rights of others. But no progress in rhis direction can be made SO long as the German Government pursues its campaign of vilification and ill-will. No doubt things are said and written on this side of the North Sea that do not conduce to international appeasem*nt. Nevertheless there 1S nothing in Great Britain to compare with the excesses of Nazi propaganda.

Friendship between the two countries can make no progress so long as the aims of British policy are distorted out of all semblance of their true purpose. In a speech notable for its moderation and balance Lord Halifax surveyed on Thursday the problems of foreign policy with particular reference to the case of Germany. The speech was at once a warning and an invitation in which the conciliatory passages were deliberately and strongly stressed. Although the Foreign Secretary stated nothing that has not in effect been said before, his reiteration of the British attitude and the lines of British policy was welltimed. It cannot be too strongly insisted that the supreme object of the Government's policy is to avoid war and if this should prove impossible, to be in a position to defend successfully all that we cherish and that makes life worth living for a free people.

These purposes sufficiently explain the series of pacts which have been called into being as the result of recent aggressions. Far from these engagements being designed to injure the Axis Powers, they will never come into operation except to frustrate an attempt to impose a settlement by, force. Lord Halifax was rightly concerned to dissipate any impression that in the last resort the peace front would shrink from its collective duty. The day has gone by," he said, when, the independence of European nations can be destroyed by unilateral action, and any further attempt to do so will meet wide and resolute Realisation with, of this fact is fundamental to an understanding of the conciliatory side of British policy. Would-be aggressors must understand that the conciliation which Lord Halifax offers is not a symptom of weakness, but springs from a genuine desire to meet the claims and aspirations of others In a fair spirit.

If Germany desires peace and reconciliation she will find the British Government ready and eager to co-operate to the fullest extent. The Foreign Secretary made one stipulation only. Provided, he said, the independence of nations was recognised, the Government was prepared to explore the whole economic problem as it affected the dissatisfied Powers. There is no trace here of the "encirclement mentality which the Axis partners are so anxious to attribute to Great Britain and her allies. Germany has only to renounce aggression as an instrument of policy to ensure that her claims will receive fair consideration.
